All Texas H.E.A.T. decals indicate officers may stop the vehicle
between the hours of 1:00 a.m. and 5:00 a.m. The color-coded
decal will be placed on the inside of the front windshield and
another decal will be placed on the outside of the rear
windshield. Registration is valid for four years.
Vehicle owners may register their vehicles at most Texas law
enforcement agencies. At the time of registration, an
owner must present the following information to the registering
law enforcement agency: valid driver license, proof of insurance or vehicle
registration receipt, and a telephone number where the vehicle
owner may be reached between 1:00 a.m. and 5:00 a.m.
Vehicle owners may also register for H.E.A.T. online by accessing
the enrollment form through the
Texas Department of Public Safety. If one does not have
Internet access, a mail order form is available by calling
800-CAR-WATCH (800-227-9282) or the Texas Department of Public Safety H.E.A.T. office at 1-888-447-5933.
Registration does not prevent the owner or anyone to whom the
owner grants permission from driving the vehicle during the
program hours of enforcement. The vehicle owner simply agrees to
advise anyone granted permission to operate the vehicle of the
H.E.A.T. registration and its provisions.
The vehicle owner agrees to and understands that peace officers
will take certain precautions when making a stop on a registered
vehicle during the program hours because of its potential stolen
status.

To withdraw from the program or transfer possession of the vehicle, the owner must fully remove the Texas H.E.A.T. decals and notify the registering agency or the Texas Department of Public Safety by phone at 1-888-447-5933. Please provide the seven-digit H.E.A.T. decal number when withdrawing.
